Role: Partner
Sarah specialises in public procurement and public infrastructure projects, including public private partnerships and ICT projects. She also advises on competition law and state aid.
 
Sarah advises both public and private sector clients in respect of the application of the EU procurement rules to projects in a diverse range of sectors, including health, education, local authority, marine and energy.  In recent years, she has been heavily involved in advising on the procurement, planning, contractual and other aspects of major infrastructure projects, including EirGrid's East-West electricity interconnector, waste PPPs, the Greystones Harbour PPP, the Criminal Courts Complex PPP and various road PPPs.  She has a particular interest in the development of innovative procurement practices by public sector bodies and, following her work on the Department of Finance eProcurement Strategy for the public sector a number of years ago, has worked closely with individual public bodies in relation to the adoption of new practices, procedures and documentation. She also provides training to clients on the practical application of EU procurement rules.
 
Sarah also has experience of a wide range of contentious and non-contentious matters in the healthcare sector, having advised on statutory functions and compliance with statutory requirements, a wide variety of contractual arrangements (including in the community care and nursing homes sectors), disciplinary issues and disputes, data protection, parallel imports and competition law, as well as projects and public procurement.
 
Sarah advises on complex IT infrastructure and services contracts, the negotiation of technology licensing, development and distribution, and intellectual property issues and disputes. She also advises the Data Protection Commissioner and other public and private clients on data protection and privacy issues.
